Frank Billingsley is an American Meteorologist currently working as the Chief Meteorologist for KPRC2 News. He joined KPRC News in February 1995. Frank Billingsley Career. He was also a meteorologist in Virginia in 1982 and later in Texas, before joining the station. From 2003 to 2006, he also hosted Radar the Weather Dog with Frank. Frank has many facets to his life and will be sharing his interesting insights.
